2019 Regulations for Military Participants


As adopted by the board on 13 December 2017


General provisions
Article 1: Military participation


It is possible to participate in the Four Days Marches as a military serviceman or servicewoman
(individually or as part of a detachment). However, such participation is subject to specific terms and
conditions.
All regulations governing the Four Days Marches apply in full to all military participants, with the
exception of the 2019 Restriction Protocol. The 2019 regulations for military participants contain rules
governing the participation of individual military servicemen and servicewomen, and military
detachments.


Article 2: Definition of a military participant


A military participant is defined as someone who, under the applicable military legislation and
regulations, belongs to a Dutch or foreign military force (and/or can be considered as equal).


Article 3: Official military delegations


Military participants who belong to the military forces of Canada, Denmark, Germany, France, Finland,
Norway, the United States of America, the United Kingdom, Sweden and Switzerland, as well as the
Netherlands are considered to be participants in an official military delegation. The board of Stichting
DE 4DAAGSE establishes further rules relating to the status of an official military delegation.
The maximum number of registrations, as well as the maximum number for each nationality, is
determined by the board of Stichting DE 4DAAGSE.


Article 3A: Small contingents


Military participants who belong to the military forces of a different country to the official military
delegations are considered to be participants in small contingents. The maximum number of
registrations, as well as the maximum number for each nationality, is determined by the board of
Stichting DE 4DAAGSE.


Article 4: Registration of Dutch military participants


Dutch military participants must follow the instructions issued by Commando Landstrijdkrachten
(CLAS, the Royal Netherlands Army), as well as the regulations set by the board of Stichting DE
4DAAGSE. Please refer to www.4daagse.nl and the provisions laid down in or pursuant to the 2019
Rules and Regulations of the International Four Days Marches (Regeling Internationale Vierdaagse
Afstandsmarsen Nijmegen) VS2-1100.


Article 5: Registration period


Registration is possible through www.4daagse.nl from 10.00 on Monday 5 February 2019 to midnight
at the end of Friday 23 March 2019. After closure of the registration period, a civilian registration
cannot be converted into a military registration, nor can a military registration be converted into a
civilian registration.
Additional rules for military participants belonging to an official military delegation will be published
separately, and will include provisions relating to a different registration period.


Article 6: Exception to the ban on carrying objects


Objects, including pennants and flags, that identify the forces or parts of the forces that the
detachment/the participant belongs to are not classed as forms of advertising, and are permitted as
long as they do not present a danger or hindrance.
Provisions relating to individual military participants


Article 7: Registration and payment


Individual military participants should register at www.4daagse.nl and pay the registration fee as per
the guidelines of the board of Stichting DE 4DAAGSE. Failure to pay (in full and on time) shall render
the registration null and void, in accordance with Dutch law.

The board shall confirm participation of those who have registered correctly and whose registration is
acceptable in accordance with the regulations.
Should the registration limit for military participants be exceeded, there will be a draw among all
individual military participants who have registered.


Article 8: Refusal of registration


The board may refuse the registration of anyone registering more than once in the name of the same
natural person, unless there is evidence that the person registering was not at fault. The board may
also refuse the registration if the person registering cannot satisfactorily meet the request to submit
proof of the data registered.


Article 9: Cancellation of registration


All individual military participants shall have the right to cancel their registration in writing within a
reasonable period; they need not state a reason. Any registration fee paid shall be returned, less an
administration fee and with no entitlement to interest.
13 April 2019 marks the end of the reasonable period within which registration may be cancelled.


Provisions relating to military detachments


Article 10: Conditions applicable to detachments


At the start of the event on the first marching day, a detachment shall comprise at least eleven military
participants registered by name. The right to participate shall expire if the detachment fails to meet the
requirement of having at least eleven participants at the start on that day. A maximum of 41
participants can be registered for a single detachment.
All members of the detachment must wear the same uniform. They are required to walk the whole of
the Four Days Marches as a detachment. Detachments start from Heumensoord and may only walk
the daily distance of 40 km (distance colour: green). If applicable, they will walk with ten kilograms of
marching kit.


Article 11: Detachment commander and/or contact person


The detachment commander will be the organisation's sole point of contact and all communication will
run through him or her. The detachment commander monitors and promotes compliance with the
regulations during the Four Days Marches on the part of the detachment and anyone who may affect
the detachment, and is responsible for the detachment at all times. It is the responsibility of the
detachment leader to properly notify the detachment participants of any changes he or she makes, or
has someone else make, to the detachment.


Article 12: Changes after the registration period


Once the registration period has closed, it will still be possible to change the (names of) existing
detachment participants until midnight at the end of 30 June 2019 A participant may be replaced by a
new participant, providing such new participants:
- have not been eliminated by the draw;
- are not already registered as a civilian participant;
- have not specified accommodation at Camp Heumensoord in their individual registration.
Detachment-participant registrations can also be converted into individual registrations until midnight
at the end of 30 June 2019 providing the participant is not from a delegation country other than the
Netherlands. However, the latter conversion is not permitted for participants who would be subject to
the draw if a draw has been held for individual registrations.
Additional rules for participants belonging to an official military delegation will be published separately.


Article 13: Payment for the Four Days Marches


The detachment registration fee payable will depend on the number of participants registered at
midnight at the end of 23 March 2019. The registration fee must be paid in accordance with the
guidelines of the board of Stichting De 4DAAGSE. Failure to pay (in full and on time) shall render the
registration null and void, in accordance with Dutch law. Refunds are not possible for any reason
whatsoever.
Additional rules for participants belonging to an official military delegation will be published separately.


Article 14: Registration


Confirmation will be sent to the detachment commander as soon as possible once the registration has
been accepted and/or payment of the registration fee has been received. The detachment commander
is to report to the relevant registration desk for detachments with this confirmation, to collect the bar
code carriers and documents for the whole detachment.
In connection with checks to verify the identity of participants, the detachment leader should carry
photocopies of documents proving the participants’ identity.
No changes of any kind whatsoever can be made on the check-in days.


Article 15: Checkpoints


The detachment commander is responsible for ensuring that each detachment member is wearing the
correct bar code carrier. Checks will be made as to whether the detachment is complete at the start, at
various intervals en route and at the finish. It should be noted that, as well as the planned checkpoints,
there may also be additional, unexpected checkpoints. It is also stressed that detachment members
should be able to prove their identity when asked to do so.
General provisions


Article 16: Rest and/or treatment area


Any rest and/or treatment areas along the walking route must be set up before the route is closed to
traffic. Vehicles can only leave a rest and/or treatment area after the route has been reopened to
traffic. The relevant council or landowner must grant permission for such a rest and/or treatment area
to be set up. In exceptional cases, an access sticker can be requested from Stichting DE 4DAAGSE,
which will enable a vehicle to access the route. The terms and conditions for requesting such stickers
and the associated request form can be found at www.4daagse.nl.


Article 17: Entry


In consultation with the board of Stichting DE 4DAAGSE, the Commander of the Central Support
Command for Military Personnel (CVM) determines the manner and scale of the detachments'
departure from Charlemagne. The subsequent entry along Via Gladiola is part of the official route.


Article 18: Provision of personal data


Anyone registering accepts that Stichting DE 4DAAGSE will share their personal data with the Dutch
Ministry of Defence.


Article 19: Final provision


Any cases not provided for by these rules and regulations shall be decided by the board of Stichting
DE 4DAAGSE.


Article 20: Citation provision


These rules and regulations may be referred to as the 2019Regulations for Military Participants.
